About the rebates
The City of Minnetonka has been awarded a $50,000 grant from the Minnesota Pollution Control Agency to distribute free Home Energy Squad® visits and energy rebates. A limited number of rebates are available until October 16, 2026 for income-qualified applicants.
Rebates available
- $1000 rebates: for electric bicycles and heat pump water heaters
- $2000 rebates: for attic air sealing and insulation, wall insulation and cold-climate air source heat pumps
- Free Home Energy Squad® visits: which include a free home energy assessment, weather-stripping, a smart thermostat and more
Who is eligible
Rebates for electric bicycles
- Income-qualified* Minnetonka homeowners and renters of any property type
Rebates for attic air sealing and insulation, wall insulation, cold-climate air source heat pumps and heat pump water heaters.
- Income-qualified* Minnetonka homeowners and renters (of an existing single-family home or a multi-unit home up to four units within the City of Minnetonka)
- Rental property owners (of an existing single-family home or a multi-unit home up to four units within the City of Minnetonka) currently renting to income-qualified* individuals.
Free Home Energy Squad® visits
- Income-qualified* Minnetonka homeowners and renters (of an existing single-family home or a multi-unit home up to four units within the City of Minnetonka)
- Rental property owners (of an existing single-family home or a multi-unit home up to four units within the City of Minnetonka) currently renting to income-qualified* individuals.
*Income-qualified for this program is defined as meeting one of the following:
- Total household income is at or below the following annual adjusted gross income*, based on household size:
- 1-member household: $73,650
- 2-member household: $84,200
- 3-member household: $94,700
- 4-member household: $105,200
- 5-member household: $113,650
- 6-member household: $122,050
- 7-member household: $130,450
- 8-member household: $138,900
- Income limits above are calculated by the U.S. Department of Housing & Urban Development, and are adjusted annually. Your annual adjusted gross income (AGI) can be found on your most recently filed federal income tax return. If the applicant is not required to file a tax return, the income qualification will be based on projected total household income for the next 12 months.
- At least one person in the household participants in a government assistance program such as Supplemental Nutrition Assistance Program (SNAP), Low Income Home Energy Assistance Program (LIHEAP), Temporary Assistance for Needy Families (TANF), or Supplemental Security Income (SSI).
Eligible expenses
Eligible expenses must be incurred by the applicant between August 14, 2026 and October 16, 2026. Households may request up to one free Home Energy Squad visit and one rebate. View a list of eligible expenses below.
Free Home Energy Squad® visits
- Home Energy Squad® saver and planner visits are eligible; however, the planner visit is encouraged for houses built before 2000.
Electric bicycles (eligible expenses up to $1000)
- Electric bicycles must be new and one of the following: e-bike, cargo e-bike, e-trike, or recumbent e-bike.
- Electric bicycles must only be used by an adult over the age of 18.
- Electric bicycles must also meet the legal definition of an electric-assisted bicycle in Minnesota Statute 169.011, subdivision 27. This law defines an e-bike as a bicycle with two or three wheels that:
- Has a seat and pedals a rider can use with or without electric power.
- Fits the definition of a regular bicycle in Code of Federal Regulations, title 16, part 1512.
- Has an electric motor that does not produce more than 750 watts of power.
- Meets the requirements of a class 1, class 2, class 3, or multiple-mode electric-assisted bicycle in Minnesota Statute 169.011, subd. 15a-c, and subd. 45a.
- Has a battery or electric drive system that's been tested and approved by an independent safety lab.
- Is not designed, manufactured, or modified in a way that it no longer meets the above requirements.
- Eligible electric bicycle accessories include: a bike helmet, light, lock, luggage rack, basket, bag or backpack, fenders, bike repair kit, or bike reflectors. To qualify, accessories must be part of an eligible electric bicycle rebate application.
- Labor, tax, and delivery are not eligible expenses.
Electric heat pump water heaters (eligible expenses up to $1000)
- Eligible electric heat pump water heater models are listed on Xcel Energy’s eligible equipment list.
- Labor, tax, and delivery are not eligible expenses.
Attic air sealing and insulation (eligible expenses up to $2000)
- Must include air sealing of all accessible attic air leaks (including the attic access panel, plumbing and electric bypasses, wall top plates, recessed light fixtures and other attic penetrations).
- Attic insulation improved from a pre-existing R-value of R-30 or lower to a post-improvement R-value of R-49 or higher is also an eligible expense, when completed as part of an eligible air sealing project (as described above). Attic-insulation-only projects are not an eligible expense.
- Rebate excludes upgrades to new construction, garages, 3-season rooms, basements, rim joists, crawl spaces, sheds, and workshops. All upgrade measures must be installed to manufacturer's specifications and must meet all federal, state and local code requirements.
- Note: The City of Minnetonka highly recommends applying to receive a CenterPoint Energy rebate as well; however, to qualify for a CenterPoint Energy rebate, your upgrade project must be completed by a Rebate Eligible Installer. It is recommended that you get multiple bids before deciding which installer you will work with.
Wall insulation (eligible expenses up to $2000)
- May only be performed in homes with substantial areas of inadequately insulated (R-5 or lower pre-existing) exterior wall space in heated/conditioned areas.
- Must include wall insulation improved from a pre-existing R-value of R-5 or lower to a post R-value of R-11 or higher through all areas of inadequately insulated exterior wall space.
- Attic knee walls are excluded from this portion of the rebate program.
- Rebate excludes upgrades to new construction, garages, 3-season rooms, basements, rim joists, crawl spaces, sheds, and workshops. All upgrade measures must be installed to manufacturer's specifications and must meet all federal, state and local code requirements.
- Note: The City of Minnetonka highly recommends applying to receive a CenterPoint Energy rebate as well; however, to qualify for a CenterPoint Energy rebate, your upgrade project must be completed by a Rebate Eligible Installer. It is recommended that you get multiple bids before deciding which installer you will work with.
Cold-climate air source heat pump (eligible expenses up to $2000)
- Cold-climate air source heat pumps eligible for rebates must be replacing the home’s main heating, ventilation, and air conditioning system.
- Eligible cold-climate air source heat pumps must meet the minimum qualifications for a ducted cold-climate air source heat pump as noted on Xcel Energy’s eligible equipment qualifications list.
- Note: The City of Minnetonka highly recommends applying to receive an Xcel Energy rebate as well; however, to qualify for an Xcel Energy rebate, your upgrade project must be completed by a contractor in their Trade Partner Network. It is recommended that you get multiple bids before deciding which installer you will work with.
- Labor, tax, and delivery are not eligible expenses.
External rebates
The city highly recommends looking for rebates provided by other entities. These can be combined with a City of Minnetonka rebate to reduce the total cost of your project. Other home energy-savings rebates are provided by Xcel Energy, CenterPoint Energy, ENERGY STAR, and the equipment manufacturer.
Application process
- Apply for a rebate or request a rebate reservation (before starting your project/making a purchase) from the City of Minnetonka. Applicants may hold a rebate reservation for up to 3 weeks, with the possibility of extension if the city approves the basis for the request. Note: It is recommended to request a rebate reservation before incurring expenses to ensure that limited rebates are still available and that your project is eligible for a rebate.
- After submitting an application, you will be notified of your application status within 3 business days. Required next steps will vary based on the nature of your application.
- If you apply for a free Home Energy Squad® visit, you will receive registration instructions and a free visit registration code.
- If you apply for a rebate reservation, you will be notified if a reservation is available. If so, next steps will be shared.
- If you apply for a rebate (without a reservation), you will be notified if a rebate is available. If so, next steps will be shared.
- Once an applicant shares all required documentation and the city approves the issuance of a rebate, a rebate check will be mailed to the applicant within 60 business days.
Additional program rules
- New construction is ineligible for this program.
- Total rebates received by the City of Minnetonka may not exceed the total project cost after any applicable tax credits or other rebates are applied to the project (including manufacturer rebates, utility rebates, etc.).
- Renters and property managers may apply but are required to provide written consent from the property owner.
- Applicants receiving rebate checks must provide a W-9 form to the City of Minnetonka. If an applicant receives more than $600 from the City of Minnetonka in a calendar year (through this program and other city programs), the city is required to issue the applicant a 1099 form and report the payment to the IRS as income. Applicants are encouraged to consult a tax professional regarding how this income should be reported on their individual tax return. A 1099 will be mailed to the applicant after the first of the following calendar year.
