Mill and overlay projects extend the life of the existing roadway. The city hires contractors to complete mill and overlay projects in high traffic areas. The project includes pavement improvements, damaged curb and gutter replacement, utility casting replacement and drainage improvements.
The 2025 Mill & Overlay Project includes improvements to:
Opus Area: Bren Road, Bren Road East, Bren Road West, Feltl Road and Red Circle Drive
Minnetonka Industrial Road and Deveau Place
Additionally, the crosswalk at the intersection of Minnetonka Industrial Road and Deveau Place will be upgraded to increase pedestrian safety and the pavement markings will be revised.
Minnetoga Terrace cul-de-sac
Traffic Impacts
During construction, there will be traffic control in the area, which may include periods of lane shifts, flagging and detours. Residential and business access will be maintained. Please follow construction signs, watch for traffic pattern changes and drive carefully through construction areas.
Project Schedule
Construction will start soon and is expected to last approximately two months.
Assessment
The city does not specifically assess for these improvements. They are funded through the city's Street Improvement Fund.

Final paving on Bren Road E, Bren Road W and Feltl Road is complete
Final Paving on Red Circle Drive, Minnetonka Industrial Road and Deveau Place is tentatively scheduled for Thursday, July 31.
Following paving, all roads in the project area will be striped and minor turf restoration will begin.

The contractor has completed the base asphalt paving on Bren Road W., Bren Road E. and Red Circle Drive. Feltl Drive us scheduled to be milled the week of July 21, with final paving of all Opus area roads to follow. Minnetonka Industrial Road and Deveau Place are scheduled to be milled and paved the week of July 21. Any additional restoration will be completed following paving operations.

The contractor has completed miscellaneous concrete curb and gutter replacement and pavement removal on Bren Road East, Bren Road West and Red Circle Drive.
The first layer of asphalt is tentatively scheduled for Tuesday, July 1 with subsequent layers to follow. Please be aware of changing traffic control and the presence of workers in the area.
