The property contains wetlands and 100-year floodplain areas, as well as high-priority and significant trees. The city’s natural resources ordinances provide a level of protection to each of these areas:

    • The wetland ordinance establishes minimum wetland buffers and regulates the location of structures, parking areas, and driveways relative to wetlands.
    • The floodplain ordinance regulates the location and minimum vertical separation between the 100-year floodplain and structures, parking areas, and driveways.
    • The tree protection ordinance limits tree removal and impact to no more than 35 percent of high-priority trees and 50 percent of significant trees.

The site's current zoning and comprehensive guide plan classification allow for office and commercial uses of the property. Any type of residential use would require a rezoning and guide plan amendment. Guide plan amendments are reviewed by both the city and Metropolitan Council.
