In collaboration with Hennepin County, the City of Minnetonka is planning to reconstruct Excelsior Boulevard (CSAH 3) from County Road 101 to Williston Road.

At this time, the proposed improvements include:

  • installation of a new, multi-use trail
  • roadway reconstruction
  • watermain replacement
  • storm sewer improvements
  • overhead power burial

This project was initiated by the city as part of a trail expansion project along this corridor, which is identified in the Trail Improvement Plan. By combining the roadway, utility and trail improvements into one project, the project team can more efficiently meet both city and county goals and reduce construction impacts to the surrounding neighborhoods.

    As part of the 2026/2027 Trail, Street and Major Capital Improvement Project review, City Council will be asked to comment on the Excelsior Boulevard project at its Feb. 9 study session. This session is open to the public. The meeting will be held at 6 p.m. in the Minnehaha Room of the Community Center. This is not a public hearing, and no final decisions will be made during this meeting.

    This project will be presented to council at a later date in spring of 2026 for approval.

    The City of Minnetonka and Hennepin County will host an informational meeting regarding the Excelsior Boulevard Reconstruction project on Aug. 26 at 5 p.m. The meeting will be held in the Community Center Community Room. This meeting will allow residents and business owners to learn more about the project and provide feedback regarding the proposed improvements and design elements. Staff will discuss proposed improvements, project schedule, potential impacts and communications plans.

    Please email engineering@minnetonkamn.gov to RSVP to the event. If you can't attend, contact Engineering Project Manager Mitch Hatcher to discuss the project by phone or in person.

    All information presented at the meeting will be posted to the project website.

    What is being proposed?

    • Installation of new multi-use trails
    • Roadway reconstruction including consideration of roundabouts at Scenic Heights Drive, Woodland Road and Williston Road
    • Water main replacement
    • Storm sewer improvements
    • Overhead power burial

    Reconstruction is expected to begin in 2027, with overhead power burial to begin ahead of reconstruction.
