Preparing Minnetonka’s city budget is an eight-month process that starts with the five-year capital improvements program and wraps up with adoption of the final budget and tax levy in December. To create the budget, the city council and staff use data to ensure the budget aligns with the city’s strategic priorities. The goal is to provide innovative, responsive and quality city services while maintaining our Aaa bond rating.

    The city council set the 2024 preliminary city levy at its Sept. 18 meeting (video). The city council approved increasing the 2024 preliminary city levy by 5.5 percent, with an additional 2.25 percent dedicated to implementing the public safety master plan, for a total city levy increase of 7.75 percent.

Maintaining excellent financial and operational strength is key to allow the city to provide value for the full range of services for residents and businesses, and helps the city maintain its Aaa credit rating. Audit firm BerganKVD issued an unmodified opinion on the city’s 2022 financial statement audit with no audit findings.

These levies are the tax levy, the Minnetonka Economic Development Authority special benefit tax levy, and the Bassett Creek Watershed Management Tax District tax levy.
