Minnetonka Budget
Preparing Minnetonka’s city budget is an eight-month process that starts with the five-year capital improvements program and wraps up with adoption of the final budget and tax levy in December. To create the budget, the city council and staff use data to ensure the budget aligns with the city’s strategic priorities. The goal is to provide innovative, responsive and quality city services while maintaining our Aaa bond rating.

At its Sept. 14 meeting, the city council approved the 2027-2031 Capital Improvements Program (CIP), which outlines a five year plan for spending related to capital improvements in the city. The CIP emphasizes maintaining current infrastructure and includes strategic investments in street rehabilitation, trail expansion, sustainability and public safety facilities. The levy and budget reflect long-term financial planning, align with community priorities identified in surveys and ensure continued high-quality services amid rising personnel and infrastructure costs. The preliminary levy sets the maximum allowable increase, and the final budget and levy will be brought to city council in December 2026.

At its Dec. 8 meeting, the Minnetonka City Council adopted resolutions to establish the 2026 budget and set the 2025 tax levies, collectible in 2026. Staff outlined the various budget initiatives and influencing factors and offered levy analysis and forecasting. The approved levy is equal to a 7.91 percent increase.

The EIP prioritizes affordable housing, support for small businesses, and long-term redevelopment planning. The adoption of the 2026 HRA levy will be brought to City Council in December 2025.
